Abstract

This seminar examines how carbon pricing affects energy-vulnerable households in Belgium, distinguishing between energy poor households (high energy spending relative to income) and hidden energy poor households (low spending due to restricted consumption). Using Household Budget Survey data and a behavioral microsimulation approach, the paper simulates the welfare effects of carbon pricing under the upcoming EU ETS 2. Results show strong heterogeneity: while energy poor households face higher carbon costs, hidden energy poor households experience larger welfare losses, highlighting equity concerns that income-based measures alone fail to capture.
